At present, community participation has been emphasized as a strategy for social sustainable development. In safety sphere, participation is an inevitable necessity. In work scale, it has begun and compelled various projects about participatory POLICING and it has gained good results. In fact, police organization has been changed from centralize and governmental to COMMUNITY-BASED and decentralized force. In Iran, projects like neighborhood guard, police helper, safety services and etc. are samples of community POLICING strategy. The emphasis of this article is on necessity and possibility of community POLICING in Iran.

Nowadays, having complete health means a producing life from socially and economically point of view. World health organization defined the health as a physical, psychology and social complete welfare and not being patient or disabled. Attention to social dimension of health made a vast mutation in analyze of societies from health rate. Social dimension of health involves levels of social skills, social function and ability of everybody selfreorganization as a member of society. In order to realization of social health in the society members, it is very important to provide social security as a fundamental need for society. Also social health will result in development of social security in the society because of emphasis on people's attraction in social charts and acceptance of social norms. Possibility of providing aims of community POLICING is more because of having people with upper social health in reason of easily social participation and increasing social trust.

After about a decade of introducing COMMUNITY-oriented POLICING in Iran, it seems quite necessary to evaluate I.R.I polie othorities' under standing of aspects and characteristics of such approach. The persent study aims at exploring the amount of knowledge and support on the part of outhorities of the COMMUNITY-oriented POLICING approach. It also seeks to evaluate the extent to which such approach has been implemented in Iran police.All I.R.I police commanders were the population of the study from which a sample was randomely selected.Questionaire was used to collect the required data. The findings of the study showed that the harms and threats associated with implementing such approach in Iran can be seen to affect I.R.I Police in different degress.

COMMUNITY-Oriented POLICING has experienced Considerable Theoretical and empirical growth in the last two decades.  One of the most important indices of the efficiency and effectiveness of COMMUNITY-Oriented POLICING is the ability to reduce citizens’ fear of crime. No doubt through crime prevention, COMMUNITY-Oriented POLICING can promote citizens’ Satisfaction, feeling security, and their quality of life.The present paper tries to explore “feeling of security” and certain related theories and concepts such as COMMUNITY-Oriented POLICING.Definitions, aspects, and factors of COMMUNITY-Oriented POLICING are presented too.

Community BASED in police is somehow the return of police to community POLICING again, in fact it is not only a superficial and physical return but also it is a attitudinal and procedural return which mainly focused on the principle of crime prevention and citizen satisfaction. Social capital has hidden capacities and potentialities within society which manifested in formal and civil institutions and has conceptual relation with community BASED. Social capital enables police to use people confidence, people participation and civil institutions to control the society in an effective way and save it from police traps. The principal result is that social capital and community BASED are Both mechanisms through which the capacities hidden in the nature of society are employed for integration, social unity and consolidation of control Basis. The method used in this research is qualitative and library and documentary BASED and care has Been taken to introduce the theoretical dimensions of social capital, community BASED and experimental samples.

The aim of this article is introducing the views of researchers and scientists and utilizing their opinion in exploring some new social phenomena. Unlike psychology, emotion has been studied less in sociology. There is not any research about the ability of emotion power in creating ordered social changes and guiding them to promoting new community. So one of them is COMMUNITY-oriented POLICING. As interaction between police with citizens is a complex phenomenon of contemporary community so studying these can be helpful in clearing these tensions. And the author believes the following positive elements of COMMUNITY-oriented POLICING in charter of mentioned principles are: producing Pease sense in community, protection of persons at risk (homeless, Children, divorced women…), solving social disputations, planning for crime prevention, use of soft war in social debates, making educational packages for more interaction with citizens, technical, scientific preparation in face with emergency and crisis (accidents, natural crisis).

Making different approaches like community POLICING, problem-oriented and hot spots POLICING can be declared as positive stages in observing order and more accurate security. While perhaps there isn’t research and proper scientific reasons and objects about the special effect of these approaches in all dimensions of order and security and prevention from crime. But with advent of these approaches made a kind of tention public and organizational about them. So applying they become global as some kind of organization innovation. Perhaps this is because of this belief that approaches and traditional POLICING have not got sufficient effect in observing order and security. In another word in crime prevention.(bayley,1994.Gattfredson and Hirschi,1990) but a question comes to mind that without complete study, may all dimensions of approaches and patterns of traditional police in crime and prevention failed And only with applying the new approaches and patterns of POLICING omit the functions of previous patterns? The purpose of present article is classifying these patterns from two dimensions: focus rate of crime prevention and varieties of performances in crime prevention addition to declaration and explanation of traditional and new POLICING models and their senses And then whit analyzing the applied research results address to proof of efficiency or inefficiency of these models and their senses in crime prevention and finally it allows the analyzing the efficiency rate of different POLICING models.

due to providing social security needs, community POLICING approach has been applied by IRI Police in recent years. To settle this approach the present research aims at determining obligations and necessary characteristics in organizational structure and leadership style within Mckinsey 7S model. The present research was applied type but taking into consideration nature and method was descriptive – survey type. For community POLICING settlement, it was tried by analyzing related documents and resources to suggest some principal amendments needed in current organizational structure and leadership style of IRI police. Result of these analyses indicated that without applying some amendments in current IRI Police organizational structure and leadership style in a way both become more effective and appropriate with obligations, the community POLICING approach settlement will not be successful. BASED on Mitzberg structural framework, current IRI Police organizational structure is sectional structure and for settling community POLICING approach, this structure needs to reform in areas such as cooperation, coordination, more delegation through field officers, more training and flexibility. Also high and middle rank managers should select their leadership styles by focus on cooperation, reliability and authority conferring.

Proper management of resources and facilities in the country, and above all the management of knowledge and information flow at the national level is one of the most fundamental factors in realizing the concept of resistance economy. The purpose of this study is to investigate the quality of police law enforcement services as one of the organizations that considers Daneshvari as one of its strategic policies in the ability to predict events and turn security threats in the community into opportunities for public comfort. This study has been done by content analysis and citation methods. Knowledge management in the police are strategies and processes that are able to produce and flow knowledge in order to create and meet the expectations of the police organization. Therefore, knowledge management is a challenge to discover the knowledge of the police and even the people. One of the measures that can be considered in the direction of knowledge-BASED POLICING of Iran is understanding the necessity and importance of using strategic models and its design and implementation. At the same time, in order to achieve knowledge-BASED POLICING, in addition to measures such as developing research centers, promoting the role and share of police academic sciences, and establishing appropriate interactions and platforms, attracting people to cooperate with the police and establish community feedback channels and strengthen knowledge-oriented managers,the “, learner police”,and the “, knowledgeable police”,should not be forgotten. In this research, the concept of knowledge management, its importance, models, and strategies for using knowledge management in law enforcement are discussed.
